Phil was an absolute pleasure to work with. Everyone wanted Phil on their teams and projects. He was a wealth of knowledge and good friend to many at the House of Commons. It is impossible to imagine how we will ever be able to fill in Phil's shoes.

My condolences to Phil's family, friends and co-workers.

I had the privilege of having Phil on several projects. I was always impressed by his diligence, his desire to do things the right way, and his patience and clarity when explaining how to get it done right. He was definitely a master of his trade. On top of the professional loss, he was a kind and considerate soul, who is greatly missed.

My condolences and sympathies to Candice and Phil's family. Phil will be deeply missed at work. I will miss your smile, our conversations and all of your help I have received throughout the years. Rest in peace my friend.

Phil was a character. Full of knowledge like few I’ve ever met, and an absolute expert in his field. Phil made me laugh in a way no one else could through his dry and witty humour… team meetings will never be the same without him

Very saddened to hear of Phil's passing. I have known Phil through business relationships for 24 years and he was always a pleasure to work with. His professionalism, knowledge and kindness will certainly be missed by me and my fellow colleagues. I would also like to note that anytime I ever met with Phil the conversation always turned to his Daughter and his Grandchildren, it was easy to see how important they were in his life. Phil, you will be missed!
