Frances died peacefully in her home in Ottawa. Born in St John, New Brunswick to Frederick Garfield and Lalia Rebecca (Cogswell) Goodspeed, she grew up in Winnipeg and Ottawa. After graduating from Queens University with a BA in chemistry, she had a highly successful career in the Public Service of Canada in Ottawa. While working as a chemist for some 20 years at Energy, Mines and Resources, she specialized in absorption spectroscopy and, in 1957, won the Bituminous Coal Research Award, bestowed by the American Chemical Society, as co-author of an outstanding paper. In 1961, she was the first woman to be elected president of the Professional Institute of the Public Service of Canada. A career shift took her to the Public Service Staff Relations Board, Pay Research Bureau, where she was later promoted to Director of Operations, one of 28 women in the executive category of the public service. During her retirement, she sat on the Board of the Victorian Order of Nurses. She traveled widely, including numerous trips to the Arctic as well as to the Antarctic, where she took many outstanding photographs of nature and wildlife. Winner of several awards for her photography, she was active in the Ottawa Field-Naturalists’ Club and was an accomplished bird watcher, gardener and bridge player.

Many thanks for the outstanding care provided by community services and Home Hospice in her home at the end.

She is survived by her niece Rhona Goodspeed and her nephew Nicholas Goodspeed.
